An initiative shall comprise a Title, a Summary, a Preamble that states the reasons for, and explains why, the initiative is proposed, and the complete text of the initiative.
Parrish Report
An initiative has four parts:
Title. A brief caption that identifies the subject of the measure.
Summary. A brief paragraph summarizing the initiative's content.
Preamble. A paragraph documenting the reasons for the initiative and its explicit intent.
Text. The entire language of the initiative, which is expected to be consistent with the Title, Summary and Preamble in all respects.
